What about freeloaders? Will I be able to stand around while other people finish the PQ, to get credit and loot? Since PQ encounters can't be locked, there's no notion of who specifically 'owns' the target and gets credit for a kill. Some players might be tempted to swoop in and try to steal a killing blow for experience, or ninja-loot the bodies while others continue to fight.
To prevent this behavior, public quests will use something different from the direct experience and loot drops used in other content. All experience and treasure for a PQ is granted at the end, when you click on the chest, and it will only have a reward for players who made significant contributions to the fight. A system of participation scoring ensures that this works fairly.
How does this scoring system work? The public quest keeps track of kills a player contributes to, as well as noncombat interactions, spells cast, and total time spent in the area. This allows the game to distinguish those who are actively playing, from those who just make a few token attacks and then go AFK.
Players who are present and active throughout the public quest get full rewards; those who are partially active might get a lesser reward, and people who just happen to be in the area but didn't participate at all get nothing.
Do the players with the highest scores get the best loot? No. Public quests are meant to be completely cooperative affairs, so you will not get a worse loot roll just because someone else did better than you. When you do a public quest, you and your allies need to compete with your foes, not with each other.
Participation scoring ensures that the reward for a public quest matches the risk and effort involved in earning it. It's not a competitive device. If everyone gets a high enough score, then everyone gets the biggest exp reward and rolls on the best loot table.
