LU31からQuest終了数が多い人がMentorすると固まってキャラ選択画面に飛ばされる不具合ですが、
Make sure you have "only show repeatable quests" checked in the quest journal on the completed tab. Otherwise it has to update all 2300 that are in that view which is what takes so long. With that checked its just a brief pause to update the other quests.
